governor chris christie announced a new rationing system in parts of new jersey. drivers can now only fuel up every other day. >> reporter: and here in new york the wait at gas stations doesn't seem to be letting up either. we actually saw lines of cars stretching for more than four city blocks. >> the new york city marathon we have been talking about that. that is off. but there is a marathon happening this weekend in staten island. what is the goal of that race? >> reporter: yeah, that's correct. it is sort of a grass roots effort. it is the staten island marathon for sandy relief actually started by a local couple to raise awareness for so many people hurting here. actually going to be tomorrow. a 5 krun every hour on the hour beginning at 8:00 a.m. tomorrow morning. starting off at a local grocery store just about a mile and a half away. >> there is actually no mandatory fee to compete, they are hoping people come out and give their support. >>> donations are pouring into the hard hit areas of the east coast right now including cbs corporation, which has given a million dolla

. new jersey governor chris christie has prepared a water emergency urging everyone to conserve. reporting live in stafford township, new jersey, i'm randall pinkston. back to you. >> randall, it sounds like manhattan, they are making progress with the electricity there. how about new jersey? that state was just devastated. when will the power be on for most of those folks? >> reporter: well, anecdotally we can tell you about one of the power suppliers here in new jersey pse and g which takes care a lot of the state. they will have some on in a few days but some won't have power for at least 12 days. by then temperatures will be in the freezing zone. >> do we know if there are still people trapped by the floodwaters? >> we believe that most of those people have been rescued or taken out of their apartments. for the most part that was happening in hoboken as you know, a town that had a lot of flooding. flooding occurs there ordinarily just with heavy rain and with this situation, it was a disaster. so we believe that most of those people are okay. >> can't help but see the boat b

president and governor chris christie flew in marine one to see the devastation from above. what they saw were homes destroyed and streets still under water. president obama promised the government will do whatever it can to help storm victims. >> we will follow up to make sure that you get all the help that you need until you rebuild. >> reporter: not far away, the search for trapped or missing people on staten island continues. nypd rescued six people from rooftops on wednesday. there are signs that life is returning to normal in new york city. all three airports are open as of today, as is the new york stock exchange and broadway shows. but problems still persist. traffic in the city is nothing short of a nightmare. without public transportation wednesday, manhattan streets were clogged with people trying to get back to work. subway and train service is starting up today on a limited basis and governor andrew cuomo has suspended fees through friday. >> i am declaring a transportation emergency. >> reporter: mayor bloomberg is mandating that all cars driving into manhattan have
